It says it only needs UDP 1194 and TCP 443 ports open, and I have added a policy to open those, but the connection is still getting blocked.

I have such a scenario and have found I cannot successfully ping the Allen-Bradley CompactLogix 1769-L32E CPU or the PanelView 1000 Plus (but I can ping some of the other Ethernet-enabled devices). The VPN is blocking the RSLinx A-B Ethernet (not EtherNet/IP) browse because it looks like an attack vector or because of a bug in the VPN system. The A-B Ethernet driver needs to connect to both legacy PLC-5E and SLC-5/05 controllers using the proprietary A-B "CSPv4" protocol and to EtherNet/IP devices like PV+ and CompactLogix.
